Out here in Cali all (most of) the solvent has been taken out of our finishes for EPA regulations, but,
say a fella wanted to add some back in to reduce the cure time (without ruining the finish’s protection). What would he use, and how much per gallon?

My guess is you would be playing with fire. If they were required to remove solvents, I think they would rework the formula's somewhat to deal with that. If you then add in something you will be changing it again. Since you referred to penofin, I would call the company directly and see what they say. Their customer service has always been very good to me, always helpful.
The way California finds product harmful, it is absolutely amazing anything can be sold in that state. Some day I expect them to declare the air and land in cali harmful and make everyone leave.
