i’m new here so i’ll jump right in. a customer wants six hundred pickets from the fence surrounding his victorian replaced. they are pine or fir and painted white, cracked and peeling. he doesn’t want to use pine again, but it must be white. any suggestions for a better substrate that can be easily milled to the decorative profile and painted and of course not more expensive than pine?

I doubt that you'll find anything that compares favorably to the price of pine -- assuming that you're talking about spruce/pine/fir.
As to the longevity, you might look into cedar or cypress. Both are much more rot resistant than pine. Both can be cut and shaped about the same as pine, and both will take paint -- though either will do OK wihout it too.
Depending on the profile, you might want to look into pressure treated wood. Most of the big box stores well precut pickets dirt cheap. But note that treated wood won't hold paint very well.

add to jeffs post. If you get aztec in the color you want, you dont have to paint it. That alone may offset your painting allowance in your proposal. The Homeowner wont have to paint the fence again.
If the homeowner is too frugal to either spend the money on something other then pine at pines price then its going to be tough to earn a profit.
i'm thinking Azec on this one too. If the customer has objections to plastic and want the real thing, paint, potential rot and all, I'd say go for a cedar
