There are several brands and levels of quality. The answer to your Q is some yes, some no. Some is #4 with very lousy wood and very good paint holding it togehter. Some is mid-grade JP primed. And I can get #2 double primed or FJ painted

I'm actually thinking of the double or triple primed stuff, mostly clear, from Kelleher.

I'm not familiar with that name, but all the clear or #2 doubble primed product I have seen has been excellent to work with.
It is a good idea to spot prime the cut ends as you install it too or it will wick water and try to blister paint right near the cut edge sometimes.
