I had a new forced ari gas heater heater installed with a humidifier. The installer put the humidifier in the return plenum so the water vapor has to go through the flame before reaching my rooms. The reason for this was a tight access for changing the filter should I move it or will this work? I think I know the answer and just dont want to accept it.

Humidifier (IMHO) should go after the furnace/heater. It's more efficient located on the outlet plenum because hot air more readily accepts moisture vapor than cold air (think summer humidity, the hot ambient air holds more moisture than the cold winter air). In my own forced air system, the humidifier is fed by a slipstream from the outlet of the heater coil, the humidified air is then redirected to the inlet of the fan. (The difference in pressure between the inlet and the outlet provide the driving force through the humidifier coils.)
Although your system may be different, the physical properties regarding moisture absorbtion are the same, and so it should also be located in the outlet plenum, unless directed otherwise by the manufacturer.
