I’m still poking around and have a few areas were the finish coat seems to have come loose from the base coat. It seems to be a couple of feet along the north side of the house. I’m thinking it’s moisture related damage from before the roof was replaced, or I cleaned out the clogged attic vents.
Once the grey coat is exposed, do I need to do anything before applying a new finish coat?

Interior or exterior? I could deduce either from what you have provided. And I believe the grey coat you are referring to is actually called a brown coat. The leveling, or finish, coat goes after the brown coat.
In either case it sounds like the finish coat went on too dry. But what is the material? In CA, "plaster" is also known as stucco.
Don't assume moisture simply because it's the north side of the house.
