I can't tell by what you wrote if the failing gutter has been fixed? First things first, fix the cause of the problem ie: water damage.
Don't use plaster of paris. It'll harden up on the way from the bucket to the ceiling. You could apply multiple coats of durabond 45/90 something with enough work time for you to get the work done. Don't try to do it in one coat. Get the first coat to bind with the lathe then top coat until flush with the existing level. This may take two or three coats.
Or put up some thin sheetrock and top coat that to match.

*failing gutter has been mended.....fallen plaster is next.....lathe is traditional 1/8th(?) inch oak, about 1 1/2 inches wide on about 2 inch centers. final coat is a sand finish which i can easily reproduce.....what is thw best way to defy gravity and build this area up the 3/4 inch or so that I need????
