I want to repair a tin roof over a 1st floor porch. The roof serves as a second floor deck. The tin is old and leaking. I have had contractors recommend rubber roof and tar. Both would remove the tin, replace any rotted boards and lay the new roofing. Are these the best and most cost effective choices? What are the advantages and disadvantages of each option. One contractor told me I would have to lay sheathing down before laying rubber roof. The tar could just be put on. Please remember, I plan on building a plank deck over the roof so the second floor tenants are no longer walking on the roof.

Bob, Your best bet is to tear-off the tin and inspect the plywood: if rotten, change it. Since you plan on having a deck, the plywood should be a minimum of 5/8" CDX. Then install Modified Bitumen over a glass base sheet. This roof should give you 25 years of service.
As for a wooden deck, use pressure treated for your 2x4 sleepers and 2x4 or 2x6 deck boards. Be certain to cut "Sacrificial" strips of Modified to put under the sleepers. That will protect your roof membrane. You can get about (6) strips 6" wide x 33FT out of a roll of modified. There is no need to burn-down the sacrificial strips to the roof membrane.
Place the sleepers parallel to the down-slope of the roof so you won't create bird baths holding the water.
