I had to change my old pressure tank after 15 years .Im using a 12V pump(solar electric house) with a built in pressure switch 20-45psi and going directly into bottom of tank. The tank is precharged to 28psi the book says but when i checked it with guage it was almost 40psi. Does the tank pressure have to set to a 1-2 psi below the cut in psi of the pump ; say 18psi? Right now the pump will not shutoff but gives me some good drawdown (compared to the waterlogged one before) good pressure then zoom down to nothing.Im turning off the pump manually now .This hybrid system worked finew for 15 years but ive forgotten how i got it set up before.

If it is a 'bladder' type pressure tank, the air pressure should be at 2 lbs below the cut-in setting.
In your case;18
The tank should be first drained of all water (empty)when checking the air pressure. this will give a more accurate reading.

drain water & leave valve open if you need to add air till correct pressure is obtained.
