question about codes in Prescott, AZ

I have an elderly friend who bought a very nice home in Prescott, AZ several years ago. He has discovered a fair amount of water damage, and has decided he needs a general contractor, whom he has identified. work looks to be around $100K plus. My question has to do with building codes. Do they use local codes? have they changed what they use? He claims the house was built with codes, but the house is a wreck. I have told him he needs to make sure he has permits to ensure a basic level of craftsmanship. His attitude is: the house was built with permits and it was done terribly. Why should I get permits now when all they are going to do is raise my taxes? I should note that his work is going to be all repair, no new sq footage. Can anyone out there shed some light on whether codes have been used consistently there in Prescott, or like here in PA, they have only recently been adopted. Thanks!

My outlaws live in Prescott and they tell me dealing with the city BI has been a nightmare for the ground work they have had to do on their little cabin. They do have building codes and I'd suspect if the house was recently built it was should have been inspected.

The real question is what standards were used. PA just adopted completely different standards in the last 2-3 years, (more restrictive) from what I understand. I was just on the phone with the GC and my friend and since I was able to reference the website you showed me, he decided he would be more inclined to take out a permit. As it turns out, they have a cement tile roof and stucco walls. The stucco walls have completely failed, as has much of the roof. So ripping off the tiles will be a big deal, and having the accountability of a permit there will make me feel better, anyway. Not sure about Prescott, but we've done several homes in Scottsdale and the last one we did in may used 2003 IBC.
