I have never used the rain handler because it seems like a really bad idea. First the purpose of gutters and down spouts is to CARRY water AWAY from a building. Rainhandler claims that it kicks water away from the building. How often do you get rain without wind? The wind more often than not will splash it back against the structure. Also the fins are perfect for trapping wet leaves and other debris.
There are other types of gutter systems (gutter helmet) and other contractors out there. Get additional qoutes. If you have some trees overhanging your house that are always clogging up the gutters then I would bite the bullet and get one of those ‘gutter systems’ for the problem areas. They work really well.

I have Leaf Guard gutters on my house, and I think they're great. They are more expensive than the regular kind, but it wasn't all that bad (it's been a couple years so I don't remember the exact price, but it certainly wasn't a small fortune.) They seem to work very well; I have a LOT of trees, and it appears they keep about 99.5% of the leaves and twigs out.
Whatever version you choose... be sure that it is not the stuff that looks like screen... or any imitation there-of (bigger holes... still looks like a version of a screen). I have looked and looked at these things... and the smooth topped ones seem to be the ones that have the customers the most happy.
One other point. Of the people i have talked to... all have said that they want/need the stuff to be removable for the rare cleaning the gutters still need.
I talked to 3 folks that had the one piece gutter guard systems (formed with the gutter itself)... and they were very disappointed. Not in the design... but the fact that small stuff still gut into the gutters and they were impossible to clean without a screwdriver and a pressure washer with a small nosed wand (very messy, by the way.. I helped one do it... yuk). I would have thought these were the best arrangement... but apparently not.
