Depends on the tool. A beltsander is my first choice most of the time. Or an abrasive buffing wheel.

wire wheel on a bench grinder is the fastest.
For a science project though, google "electrolysis" (sp?). Not the hair removal procedure, but the process by which you can convert oxidation on ferrous metals using a bath of baking soda, a plastic tub, a "sacrificial" steel grid and a battery charger. It takes a little while, but you don't lose any material like you do by grinding. I've tried it, and it works.
just a little glaze - white vinegar
heavier - naval jelly
almost any acid will help - strength depends on how deep the rust.

Some of the posters extolled the virtues of a product called EvapoRust.
Google EvapoRust and see if this stuff fits your needs.

The better question is how did the tools get rusty? Oh, you bought them at a garage sale, okay. MY tools have no rust.
