I work as a handyman and get a lot of repairs where water leakage from the taps has rotted out the countertop. Repair usually has consisted of either complete replacement or cut out an area and put in a plywood piece below, glued and screwed to sound top material beyond the rot then a filler piece on top to level the surface.
I just had the idea of using fibreglass . I think its properties would prevent future damage and it should bond well enough to the particle board top. Has anyone else done this and if not what do you use. Many of the counters I work on are in pretty bad condition because they are rentals and the tenants often do not report the leak until they are pretty old.

From your description I really question repairs. HD sells post formed tops @ $10 and under per linear foot.
fiberglass, bondo, they'll all do the trick, I always seal the edges of the cutouts with whatever is avail ..
