Can anyone suggest the best method of roofing a second floor deck that also serves as a roof for first floor porch. I will be installing pavers on top of roofing.

not completely clear on your Q but are you saying that the floor of the second-floor deck is the roof of the first-floor deck and you want a suitable product to allow the placement of pavers over?

Does the second-level deck currently offer rain protection to the lower level, or are you wanting to make that improvement?
Because if the second level deck is not currently a true roof, the first thing you need to do is assess the structural abilities of the entire assembly -- from the foundation to the top-most element.
Without that assessment, you're asking for problems.

All new addition. Porch and deck both structurally engineered. More or less looking for roofing ideas. On the lines of peel and seal or roll roofing or other option.
If you don't provide a drain plane, normal roofing options will deteriorate more quickly from being kept wet constantly

schulter systems has products that are detailed for both water proofing and tiles, with provision for the needed drainage plane.

I'm in the midst of a similar project.
Essentially a large covered porch, with part of the covered "porch" being a vestibule. Building a 5' by 12' vestibule to open up and extend a foyer, the roof over that will be a 16' wide by 14' deep "balcony" accessible from the second floor of the house.
My upper deck will be wood framed. Ditra with Kerdied seams to make it water tight. I was wanting to use bluestone on the upper, but I'll probably go with a textured stone look-a-like, exterior-rated porcelain tile.
Agree with whoever wrote that if you place pavers over an asphalt type of roofing product, the continual wetness will rot the roofing product.
