Hi ALL,
I need some advice on roofing a house. The house has wood shake shingles now
and we want to go to composition shingles.After the old shingles are removed can
the plywood be installed over the 1″x 8″ rafter boards that the wood shingles
were nailed to?

If what you are describing is commonly known as skip sheathing then by all means leave the 1x8's in place and resheet the roof with 3/8 or 1/2" CDX or OSB plywood. Make sure to orient the ends of the sheets directly over the rafters.
When you say "1"x 8" rafter boards", I'm assuming you mean 1"x8" boards layed down across the rafters, probably with six inch gaps between them, to serve as a deck to nail the wood shingles too. If this is incorrect you might want to clarify.
In my limited experience....I would say yes. It's what I've done. Your inspector may bring up a weight issue (mine did). But if you leave the 1x8's you can use thinner plywood.

We did exactly that on my Brother's house - Added 7/16 OSB and re-roofed.
But - Like a typical remodel - There were the "while we're at it" things. He decided to access the attic while the roof was off, and upgrade wiring and add insulation. Ended up taking a heck of a long time and was a tremendous amount of work.
Be sure to check your local codes before you start.

We did the same on our house, but we nailed 1x strips to the rafters in between the skip sheathing to give a solid surface to nail to with the solid sheathing. We also added venting because the wood shakes breathe while the comp shingle does not.
