I have opened the wall to find a section of the baseplate, a cripple stud, jack stud and king stud around a window to be rotted. The leak has been addressed now the rotten material needs to be replaced. My question is that the sheating is nailed into these studs. How do you replace them and adequately secure the sheating to the new framing? If I remove the rotten portion and sister in new framing next to them is that appropriate? Do I need to remove some of the siding to attached the sheating to the new framing members?

Yes.

Usually not, unless it's a real bad case of rot. Just sister and cut out most of the rot with a sawzall. Put some const adhesive on the back side of the sister first.
