I was taking down some old soffit that had seen better days today when a piece of the old siding came off that was previously cracked and (yes it is absestos siding.)
The wood behind is showing some rot from water getting in there. House is older built in 1963 bought a few months ago. The deck seen is coming down because that is also falling apart. See attached picture
The board will have to be replaced but I am just worried about what I will find when I open the rest.

For the age of the house, it doesn't look unusual. Is it soft or is the surface degraded? Nowadays I would have wrapped the corner with butyl flashing before the shingles went on which you could still do. In my area, we can remove those old shingles, bag them, and put them out with the regular trash. New ones are available made of just cement.
I think I would be inclined to slide some aluminum flashing up under there and close it up. Replacing it may open a can of worms you won't like.
It's soft but not completely falling apart. There is a plywood panel underneath that I can temporary remove and check I guess I can go that route first.
I guess my question is if that is the only section showing rot am I ok to put some flashing down to the corner and recover with fiber cement panels. I have plenty of those.
Yes, that's what I'd do. Is there felt under there somewhere? If you can get the flashing under the felt and around the corner, it probably won't leak again. If not I'd use a flashing tape where you can get a better seal on top. Maybe even follow up with some poly caulk around the aluminum corner bead. This is what I call a pragmatic repair, not perfect but it'll get you dry and last a long time.
