Need more info. You can convert rust into iron phosphate with acid. Oxalic acid will remove some stains. Could you be a little more descriptive on your situation.

Sorry..I was describing interior concrete walls..finished product..very elaborate house..rust stains from the anchor bolts has bled onto the walls..the bolts are now primed and trem cladded but the stains are now the problem?
