How do I treat rusty metal to paint. Its in a area that I cannot sandblast or to get a grinder to.

i like POR-15 http://www.por15.com i have some that I used about five years ago...i wirebrushed rusty steel to get rid of flakes and loose stuff, and painted this on .. still good shape
there are others, check out eastwood http://www.eastwood.com i think they carry something like Por-15
