A client of mine wishes to have saltillo tile (nonvitreous, 12″x12″ terra-cotta colored ceramic tile, to be set with latex-modified thinset) in her kitchen where there is now sheet vinyl flooring. The vinyl is glued down nice and flat on a concrete slab.
I need advice: can I install the saltillo tiles directly over the vinyl? If so, is there a solvent to prepare the vinyl or should it be sanded, or what?
If no, how do I go about removing the vinyl from the slab?

I have successfully installed saltillos over sheet vinyl over slab on grade. Two, no, three things to keep in mind: the tile bond is only as good as the vinyl bond, so make sure the vinyl is very secure (no bubbles, delaminations, tears, etc). This is not the preferred method, but it does help where there is a budget crunch. Be aware of any potential for hydrostatic head coming up through the slab.
To tile over existing vinyl, I do this: Sweep the floor, mild acid solution to wash the floor, baking soda to neutralize, wash with clean water, let dry completely. Check for gumminess, bubbles, et al, before tiling. Use only latex acrylic modified thinset.
