I think you would only apply an enhancing sealer if you wanted the stone to look darker...bring out the colors.

I have never seen flagstone sealed, and also never seen a problem with freeze-thaw damaging flagstone. Nearly all stone is designed for exterior use without further treatment.
Not sure exactly what kind of stone you have.
I was asked to seal bluestone flags in a covered patio setting. The client wanted a sheen to it. I used a hard masonry seal, but every spring, the surface flakes up and off, probably from underground moisture rising, being trapped under the seal and then freezing to fracture the surface off.
If starting over again, I would use a latex type that would breathe.
