Self leveling cement is delaminating off of concrete floor with old asbestos tile flooring adhesive on it, tiles are popping with the leveling cement attached mostly. There is some of the old tile adhesive on the self level. I told customer this was caused by floor movement of the different slabs under the job, this was the only conclusion any one I have talked to can come up with. Original job was wet scrape tile and adhesive, bonding agent, self level, thinset with flex additive, and tile. Any additional ideas would be welcomed.

Could you clarify.
It appears that there is an old concrete slab and that someone has used self leveling compund over it and then installed some tiles with adhesive. The leveling compound is now separating from the slab(s)? and you want some sort of advice?
If you're saying that someone installed self-leveling concrete over old asbestos tiles and now there is serious delamination, then that would be filed in the no s-h-i-t folder.
If that's what you're saying?

SLC's in general can be trouble- the key is to follow the manufacturer's recommendations to the letter and make sure that whatever SLC is being used is approved for the application in question.
From what you describe, it sounds like a mess! I'm not sure what other options you have besides complete removal.
