you have to be more specific. Is it a crawlspace access?basement well access?

the door in question is an egress to the back yard thru the basement with a bilco door providing extra protection from the elements
the original jamb was set using mortar bridging the gap from jamb stock to block wall
The opening should be roughed in using pressure treated 2x10s. Rip the 2x10s to the thickness of the block wall, presumably 7-5/8", and build in the bucks (that is the term for the P.T. three-side surround, to your rough opening size. Anchor the bucks to the surrounding masonry with appropriate screws or anchors.
Then, install your door as you would in a wood-framed opening.
