How tall are you? Or more importantly, how tall is the lady of the house?
I generally put 'em at 70 inches, but I'm 6-2, and have occasionally gotten complaints.

The standard I use is 42" for the lower rack and 80"-84" for the upper rack, or just the later if it's a single rack.
Let's not confuse the issue with facts!
Shelf cleat @ 68" single shelf & rod / 41" and 82" double shelf & rod
64"-68" for shelf, rod just below it. I vary it according to house style and height of occupants.

If you get those metal ones from the box store, they can move them where ever they want. yes its tacky, but its a closet.
