I’m going to be shingling my 6X6X8′ PT deck posts and my 6X16 PT Deck beam for my second floor 8X32′ deck. I’ve covered over all of the surfaces to be shingled with 1/2″ CDX to smooth out the edge of the brackets and be able to hide and cover the bolt heads/nuts. My question is, would you cover this first with #15 felt? My instinct is yes, else during long rains, the 1/2″ CDX would be perpetually wet….but my reservation is, how will the underlying wood breathe?

I wouldn't
The tar paper will make it slightly more difficult to weave the corners neatly.
The PLY will not get much moisture really. Verticle surfaces shed water faster than they absorb it.
