Have had siding replaced with Hardie over original 1/2″ foam(NO BACKER BOARD).
Suggestions for attaching metal shutter clips appreciated.

Metal clips?
Are these for the snap on plastic shutters?
Have you contacted hardi? I would think a plastic anchor would work, perhaps the ones with the wings that flip out-sized for the thickness of siding at the point of fastening.
They are for plastic shutters and awaiting an answer from hardie.
Thinking that the wings would not open in the foam board.
Obviously next time, I'd replace the foam with ply to hold the mounting screws

Heck, the Hardie alone should hold clips for plastic shutters just fine, if you use the right screw. A large, stubby sheet-metal screw should do the job.
