I am putting a new backsplash, made of ceramic tile, on a drywall surface that surrounds the bathroom sink. Is it the usual practice to simply attach it with silicone or other caulk to the painted drywall surface? or is there a better way?

don't use sillycone...
deglaze the paint (roughen slightly) and use thinset..

Forget the primal scream, just ROAR!!!
Ceramic tile mastic will do a fine job, and is a lot easier to use than thinset.
Silicone caulk will work, but not as reliably as mastic.
Do caulk the bottom joint with the counter top, though, after grouting.
