Going to shore-up 30’s house for new foundation. House is presently 2inches out of level from center beam to ext. wall. Current joists have different widths, some have cracks and some dry rot. The question is whether to do the sistering and repairs before or after the the house is shored-up and leveled.

Afternoon Dan,
Before.
Whenever you have a concern about the structural integrity of a building regarding the moving of or the lifting of, you always shore up and tie up first.
You have noted that there are damaged joists etc. which makes it more imperative that you "sister" up before lifting.
