Draftsight is a basic cad program and you can download it for free.
Sorry, Draftsight can be used free for only for 30 days. It used to be a free download.
QCAD has a free "Community Version", a good place to learn, and would be good for casual users.
The paid "PRO" version some features for more demanding workloads.

http://www.sketchup.com has free access to web-based Sketchup. Go to the website and select the tab for Personal use. They used to have a downloadable free version, but now it's strictly web-based. If you're looking to become more proficient at using Sketchup, Fine Homebuilding (Taunton Press) offers a course called Sketchup for Builders. Also, there's a book, Sketchup for Dummies...
