I’m about to put a skim coat of mud over (dirty) painted plaster, how should I prepare the existing surface? Can I wash the walls with a 50/50 bleach/water solution, allow to dry overnight and then prime? Would TSP be a better cleaner? Can I just let the Bleach or TSP dry before priming or should I wipe with clean water? What primer should I use over painted plaster in order for the skim coat to adhere? I have been told that ‘Gripper’ (Home Depot) works well but it’s only available in 1 gallon cans as far as I can see, what is as good but available in 5 gallon buckets (and not overly expensive)?

Thought you'd say that but it's a sucky job, guess I'll delegate that part.
My drywall guy (who happens to be the most meticulous drywall sub I've come across) suggested Gripper (although I feel the same way about Home Crapot as you do) and try to avoid the place.

You need to go to Scotland to get Kiltz and I am not sure if the plaid would go with your paint scheme.Kilz you can get at ANY places that sells paint in larger than 3 oz containers..

Kiltz or Kilz? Never heard of the former. And Kilz does come in a water base I believe. I think I would TSP and rinse then PVA drywall primer. Surprised no one has brought up the D word. D-mix

I would use TSP first. Then if you have smooth, or shiny painted walls, go over it all quickly with 80 grit paper on a pole sander (drywall tool) which will give the surface 'tooth.' Not a totally necessary step but easy and quick insurance.
Then you'll want to use a bonding agent. I think HD has one. It's a surface bonder used for masonry applications. I usually find one called, "Deck-o-weld," which, by all appearances is white glue. Comes in gallon container, but it's meant to be thinned out. Roll it on the wall and apply your skim coat while it's still tacky.
There have been quite a few threads on this. Try searchin'.
Also, after you've cleaned and 'gritted' the wall remove any loose plaster, of course, but then also scratch out a 'v' in any cracks. A sharpened old 'church key' type can opener--like you used to use for cans of motor oil that had steel tops--is great for this. Then mesh tape over all cracks and fill with joint compound (or skim plaster.)
In my area, and my own house, most of the old plaster walls were finished rough with a sponge or brush. There's a sand finish method with a drywall hopper gun that can duplicate that rough sandy surface really well if you're interested.

There are bonding agents you add when mixing the plaster. You are using plaster (from lime) right, and not drywall mud based on gypsum? Acryl-60 is the one we get around here, but I'm sure others exist also.
Plaster Weld + FG mesh the whole deal.

I picked up Kiltz premium primer 40 gals at Home Depot in 5 gal pails. Also Wall-Mart had some but less and would order if I wanted more in 5 gal pails. The stuff really applies well with a Graco Magnum airless sprayer.

First off it is KILZ and is produced by Masterchem Industries, my fingers don't work the key board so well any more. It is water based and has a fungicide for mildew-resistance.
The stuff will make you fly higher than the ceiling if you don't use at minimum an air purifying respirator with organic cartridges. Follow MSDS guidelines as with all the paints and chemicals that we use every day in our work or at home.
I think it is one of the best primers out there for certain purposes. Check their web site, they have eight different primers.

Why the bonding agent for MUD on plaster, apinted or not, not fresh plaster over old or other anything else.I have not skimmed any plaster, but done some repairs on cracks and dings in prepairing for painting.Just treated it like DW cracks and dings and not had any problems..

I use Kilz Premium accrylic. It's water based and works great.
