Hi all!
I have previously skim coat repaired painted drywall using std joint compound, and found that the plaster does not stick to the painted surface very well. Bubbles come up in the finish, and most if not all of the repaired area sands out, even when lightly going over it.
Is this just a matter of priming the surface before skim coat, or, is there a product available to help with adhesion?

Prime the painted wall using an alkyd (oil based) primer. Allow to dry 8hrs and skim. I have had the best results when I first stir/ mix the 5 gal bucket of compound first. Goes on like butter. I also prefer using USG's Lightweight compound when stirred first.
Latex/ acrylic primers are of no use for this application.

Sorry but I don't recall the name of it.
It appeared to be a paper you stick over the walls and then plaster over that.

Are you talking plaster or drywall mud? If it's just DW, priming can help considerably. And there's a glut of products out there that do essentially the same thing, in both water and oil based formulations. A good oil base is Draw Tite, a good water base is Sherwins Drywall Conditioner.
Edit: both products, though designed for repairing or prepping a damaged drywall surface, also act as an effective sealer when you're skimming over paint.

If you're plastering over latex paint, the paint will bubble and the plaster will fall off. I think the alkyd idea might work.

Looks like a primer/ dw conditioner is in order.
Its been very frustrating to put in hrs of skim coat time to have it fail

All surfaces must be tight. A good alkyd primer, then a coat of Plaster Weld (I think USG), let it tack up for an hour and then you're good to skim. Heartache otherwise.
