Would anyone know the answer to this question. Those reconditioned tools that we see – what makes them reconditioned. Some of them look Brand New minus the reconditioned label stamped on the tool body itself. Some of them do look beat up though- like reconditioned dewalt drillsthat I bought once from Harbor Freight a couple years back.
Are these 2nds rejected from the factory and brought up to spec ?
Returns from places like HD and Lowes, where people use them for a week and then bring in back for return…..etc

All of the above, and a few actually rebuilt. I have an engineer friend who buys nothing but recons because he believes that these have actually been seen, checked and handled by someone who knows tools. Brand spanking new are as likely to be packaged by a machine without ever touching human hands. I think the majority are HD rejects by homeowners taking advantage of what is basically a free rental program. But certain brands seem to have a lot more of them out there, implying to me that they make more defective tools in the first place.
Im also of the same thoughts . Some looked like they could have failed the way they look sometimes , and others look as if they were a weekend rental. I figgure some didnt work to start with. I always buy them if I can for the money. Same warranty. They wouldnt look new to long with me any way . [I drop paint on them ]

Just bought myself a pressure washer "Simonize 2000" at crappytire (canadien tire). Regular price was 299+tax. Someone returned it because it was popping the circuit breakers. I got it for 199+tax and have had no problem at all.
This also could be that the guy befor me had it hooked up to a loaded circuit. All my garage circuits are dedicated to single plugs.
Basically anything that can't be sold as new.
They could be HD "free rentals". They could have been DOA. They have not not used and returned for missing parts in the box. They could have been show display models. They could have store displays.
I have bought a couple from Bosch service center that appeared to be new.
BTW, I bought a Ryobi too once from a local Hardware store that was a big power tool sale and demo with factor rep's and demos by most of the name brands. The Ryobi was in what appears to be a factor sealed box, but had been clearly used.
Are all reconditioned tools explicity marked on the body. I've seen some where they have a R burned into the plastic. I've seen some pretty good deals on Ebay. Some advertised as brand new going at good prices. Miter saws at good prices..
Ive seen stickers all over them and Ive seen the R burned in. I don't think there is any true form to this , because of the irregularities .
