I want to create a a better slope away from my house to attempt to elimnate some minor water issues in the basement.
Does anyone have a good “recipe” for the soil around the house, to promote water drainage?

Round gravel3/4" in trench filter fabric, drain tile if applicable
Keeping water out of your basement requires a Drainage System that is more complicated than just sticking a holey pipe in the ground.
The 6" drop over 10' slope around the house is the final part of the system.
What else ya got goin' on in your DS?
Anyway, about your DS Cap, 12" below finish grade, place a 4" thick layer of bentonite or a suitable clay. Top that with normal topsoil. Do not plant deep rooting shrubs or trees in the Cap zone.
You can place 2" BA treated, closed cell insulation under the clay to help with your heating/cooling bills. Depends on your local numbers.
