I am trying to attach a small bracket on the edge of a granite counter with #4 size screws. I can think of various ways of doing it, but are there any fastener systems made especially for this type of application?

Bingo! We have a winner here.
Get some nylon screws to screw into the inserts while you place them and until the epoxy cures. You could run a tap down the holes after the epoxy cures, but it's easier to just keep it out.
Make sure to blow all the drill dust out of the holes before you apply the epoxy.
