Second floor front load washing machine vibrational problem transfering through floor framing members.Washer is level in all directions What’s the best solution? Reframe or increase blocking etc. , pour a slab of concrete (increase mass) or isolate with rubber damper blocks like they use on industrial machine (source?)

We just installed these http://www.gviinc.net/index.shtml for a customer with the same problem. I haven't heard yet how well they work.
It's always tough to find a good location for a second-floor washer. The farther away from the bedrooms the better. Increasing the mass would dampen vibration but try the rubber pads first.
The isolating feet can be acquired from most industrial or tool room suppliers.
Reid Tool, Graingers, MSC, McMaster-Carr, etc. should all have them in stock.

The last one could be made up from some 1X4 and 4 super balls.
The best solution is to quit over loading the washer.

But before you do anything else make sure all four feet are TIGHTLY against the floor so that you cannot by hand rock the machine in any direction AT ALL.
