It takes mass typically to reduce floor sounds. Closed-cell spray foam will help as would a layer or two of 5/8" drywall between the joists tight to the floor. There are also spray soundproofing products but they are expensive.
The supports for the ceiling need to be resilient -- ie, they need to flex a bit.
