I would like to stain or paint my basement floor. When it was pored it was reinforced with the plastic flakes. What is the best way to prep the floor and would stain with a sealer work better or floor paint. Thanks everybody.

Nice site!What concerns me is the plastic reinforcment additive that they used is sticking up from the floor.
I understand that they can just be burnt off with a torch.Let's not confuse the issue with facts!
You're right, they will interfere.
But you can still stain with the understanding that your prep steps will create a pattern that will become part of the final results, or...
First, sand the floor. Big ol' floor sander with a paper that can grind down the "tits" (as they are called). This will remove the fiber sticking out as well as little circles of ceement around their risen up areas. How much depends on how much sanding you do. If you do it lightly, little circles.
You can then proceed with the staining process (meaning the cleaning that goes along with it), realizing that those circles will be there.
Or, if you can't deal with them, there are "microtoppings" that can be applied to the (solid) surface which recreates a new "canvas" for the stain. I have used this (in white) and found excellent results. It applys like DW mud.

Note that this can be had either smooth or sanded. And either grey or white. And then can be colored as desired. Integrally or topically - meaning staining.
Don't forget to get a good topping sealer, such as:

It stinks, so use in good ventilation. They do have some that don't smell.
