I was pressure washing today and the engine oil filler cap vibrated loose and came off without warning. I quickly shut the engine down, but not soon enough to prevent oil from splattering on my steps and vinyl stair rails. I’ve tried in vain to remove these spots, but nothing has worked and it looks horrible. Any suggestions on what might remove oil stains from brick and vinyl?

For the brick, spread on an absorbant of some sort -- cat litter will do, but in this case corn starch might be better, as it will make more intimate contact with the brick. Leave the absorbant in place for 24 hours, then use a detergent wash, then absorbant again.
For the vinyl probably detergent is about all you can do. Unfortunately the oil will combine chemically with the plastic and cause surface staining, even after you wash off what will wash off. But over time the stains should fade.

After you've gone around a couple of times with the brick and regular detergent, there are some that are specially recommended to remove oil. I think some people here recommend "Simple Green" for that duty, and a auto parts place may have some others.But it's going to take several passes, regardless.
