I understand that if it is used for storage only and is not conditioned that the stairway headroom doesnt have to meet code height of 6’8″. Thats what I am planning to tell the building inspectors anyway. The attic size comes out to be 12’x22′ and ceiling height is 7′ center and about 5’10” at sides. I plan on using it as office space. I wondering if the inspector might think something is up with all the additional wireing of cable, cat5, electrical to this attic.

You missed somethin', Boss. Imagine the voice inflection denoted by ?????? It was a suggestion, albeit highly questionable as to success. Knowledge is power, but only if applied in a timely fashion.

Faking out the inspector.
The question is: is it living area? if so, then its subject to the UBC or whatever code youre under and will require full exits, escape windows, heating etc. An office definitely comes under this definition.
But you say you don't want the inspector to know-how are you goint to keep him from asking with al the wiring in the wall? well , there is a possiblity that you could get the framing inspection and THEN put in the electrical--I don't reccommend it but it HAS ben done, I know fo a fact.
I think honesty would be the best policy here, as always---youre running a risk of getting caught--here in the SF Bay Area, this would mean a Red Tag, the job stopping until the permit is settled and a possible triple permit fee penalty or more--if youre a contractor doing this for someone else, you could lose your license ( not a high porbabilty but possible) if youre the home owner, you probably will have some expaining to do when you sell the house with a nice office and there's no permit--I have made many thousands of $$$$$ over the last few years getting permits for people in just this condition, desperate to sell thier 3 bedroom house with 4 brs and an office--sonetimes they wanted to open up all the walls again.
I don't understand why people go to great lengths to evade inspectors, its easy enough to get what you want without subterfuge and not as risky--once an inspector thins youre being dishonest with him/her they spend the rest of the job tightening yr jaws.
