I have an oak 7/8″ thick floor. When I refinished it a couple of years ago my finish did not stick and my finish is pealing off. Do I sand it down to a solid finish or do I need to chemically remove the finish.

I once had a customer who chemically removed the finish on their hardwood floor.
Problem was, that the chemicals got down into the cracks between boards. New finish wouldn't hold around the edges of the boards, because they couldn't get the chemicals out.
Just my $.02 worth.

Had a similar problem with a Jatobia (Brazilian Cherry) floor I installed, sanded and finished. I did the finish work on an extremely humid day (it was drizzling outside). It seemed the first coat dried pretty well.Then (following the time directions on the can) I applied the second coat. Within an hour, the first coat wrinkled under the new wet coat.
Waited a day sanded it off. I then reapplied the two coats on a drier day. All is well.
You'll have to go to 60 grit on a pad sander to loosen up the old coat. Then move to 80 grit. If you start with 80 grit the pad will get loaded before you go more than a few feet. So after removing all of the finish with 80, I stopped tacked it off and then refinished.
Stay away from final cleaning with a solvent soaked rag. Or if you do wait a few hours for the solvent to evaporate.
My experience is based on Polyurethane that is solvent, not water based.
