Go for the membrane & shingles. With that shallow a pitch, I'd run extra courses of membrane, too. Draw yourself the triangle and see how far up the roof a 12"-high ice dam could pool water.
If you use roll roofing, you're gonna have to double-layer it and glue it down with mopped pitch like in da good ol' days....

Not only that, shorten the exposure from say 5.5" to 4-4.5" on the shingles, and do not just use 6" for the stagger, make it more, with archies you can do any thing, (about) three tabs not so much.
