A friend is residing his house with vinal and will remove the old wood
siding which has tar paper underneith. Should the tar paper be removed before the Tyvec is applied?

Depends on the condition of the tar paper after the existing siding is removed. For myself, if it was in good shape, I would leave it and Tyvec over it.
the vynal mfgr will tell you if it is okay to use felt...
some siding mfgrs say yes.... some say no....

Tar paper is part of the buildings original design. Has something changed dramatically, framing or sheathing rotted, mold forming anywhere?
If not, then why change a system that's working?
Without knowing anything more, I'd be putting tar paper back, if it needed replacement...Buic
I think you need to take the tar paper off. If you don't, you have two layers of weather resistive barrier/water barrier. Most people will leave the paper on because it may sound like a lot of work. I would take all the tar paper out and put Tyvek and tape all the seams. All new construction is done that way so doing this is usual. Tyvek is only one of the many high performance membranes out there. There are some that are designed to shed water but vinyl siding is designed to shed water. Well, you need to find a really good vinyl siding to prevent future proplems. And make sure that all flashing is done correctly.
