I am building a new home. We are installing a Geothermal HVAC system with desuperheater and tempering tank. My question is, with the tempering tank do I still need to install an expansion tank on my HWH (GE Geospring)? Seems to me the tempering tank serves as a large expansion tank, only issue is it is on the “cold” side of the HWH.

A standard tempering tank is just a tank, with no insulation, so that it can absorb heat from the ambient air. There is no "bladder" in the tank, nor is there an air bubble or anything that would make it act like a "spring" and "absorb" expansion. In fact, its presence increases the total volume of water than can expand as it warms up.
DanH is right--the tempering tank will not serve as an expansion tank.
