I was at the Mandalay Bay in Vegas on the weekend, while contemplating my loses in the shower. I noticed the shower had tumbled stone floor on top of a fiberglass pan. It looked like the stone was silicone in around the edges and grouted in between the stone. Has anyone seen this done, or is their a custom shower pan you have to buy or did they do it right on top of a regular fiberglass shower pan. Any help would be appreciated.

As Eric mentioned, its a manufactured product. And if you will soon be building a hotel/casino with 2500 bathrooms, you can probably get whatever you want manufactured for you.
On the other hand, if you only need one, do some web searches -- there are a few companies that custom build shower bases, with tile (or maybe stone) already installed.
In the past, I've dealt with Laurel Marble and Tile, near Atlanta. I have no idea if they are still in business, or still do these....... but give it a try.
For one pan I would try to add extra blocking under the pan between joists, then pack the area between the sub floor and the pan with non-shrink grout. We used it on commercial projects after steel columns were set and plumbed. I have a 10 k 2 post hoist in the shop and the first time I used it I couldn't find a bag of grout to pack under the mounting plates. when I lifted my dually diesel dump. 9500 lbs the 1/2 mounting plates bent and the lift tilted. . all the anchor bolts were nutted under and above the plates so I was able to readjust it plumb and then grouted it and no problem since.
