We are getting ready to finish our basement floor, an area 14×24. We get a small amount of water at one spot on very rare occaissions and don’t want to carpet. We moved in to this 40 year old house about a year ago and painted the floor as a stop gap until we determined how to finish it. We plan to use an 8×8 or 12×12 tile. Do we need to remove the paint before we tile? We simply used a latex wall paint as we knew it was a short term solution. Thanks.

You should fix the water problem first.
If a client approached us with the project we would pass on it unless the water is delt with. They could walk down the street and get a fly by night kid to install the tile no questions asked.
Beer was created so carpenters wouldn't rule the world.
Ditto what IdahoDon said and yes, you need to remove the paint before tiling.
