Going to be doing a bathroom remodle soon and I would like to know if I need to remove the tile from the shower base or can I go over the top of it? The shower stall is fully tiled, base, walls and ceiling.

I would rip out the old tile & do it right.
I wouldn't want to risk a void that waste water could get into & fester. That would lead to future problems , & you would end up ripping out two layers of tile.
