If it's in a bathroom, it's a bad idea.
A Kitchen . . .
How much tile? Whole wall or just backsplash or small accent band? If paint is sound I have installed small areas with mastic, very small areas using adhesive caulk, usually use "White Lightning" (not the drinking kind), Lexel would probably work well, most of the premium adhesive caulks indicate they are suitable for tile.
Scrub the wall well, let it dry overnite, then mastic.

No problem with a backsplash, anything bigger I don't want to chance it.
Make sure the paint is in good condition, TSP and light sanding if it's gloss paint, use appropriate thin set or mastic.
I've tiled over painted walls for years. Both flat and gloss paint. I perpare the walls be rubbing down (scouring pad) with a liquid sandpaper. Never had any complaints down the road.
However, as someone elsse stated, never in a shower or tub area.
I've answered a quest like this recently..I don't know why I did it but I put 1/4" HArdieback on my backsplash to tile...just felt right to me.
