What is the proper way to do an inside corner with ceramic tile. Butt the two tiles together and caulk. Leave a grout line and fill with grout.

The tile is on opposing wall planes that have the potential to move differently from each other. Therefore, your tile needs a flexible joint-colored caulk to match the grout color is the best choice.
in most cases..caulk.
in a decorative situation...like tile backsplase..sometimes grout......sometimes caulk.
Caulk can become more of a maintenence issue there...where flexing isn't as much of an issue..I use grout for asthetics.
and in some cases...like the floor joint at a shower curb...on the outside of the shower........I like back-caulking with a healthy bead of silicone......then tile tight to the floor...giving the appearance of neither.
But anywhere water's gonna hit....caulk. Especially the inner corners of a shower/bath enclosure.
