Haven’t been here for a while.
Could somebody with some experience in torchdown roofing systems tell me if it’s okay, when changing from a tar & gravel roof, to leave the old nail down layer on and put the new torch down layers on top?
Or should the roof be stripped to the wood decking?

Yes, strip it down, then apply your system.
Thanks, ACI. Is there downside to leaving it on? My mother's roof was redone and from the appearance, very wavy, it seems like it was left on.
1. I consider it best practice to tear off all old roofing if possible so we can inspect the decking underneath.2. Research has shown that fewer layers of roofing make a roof more resistant to hail damage.3. Nothing should be loose on the layer underneath.4. You are limited by code on the number of layers of roofing on your home.5. Tar and gravel is already heavy at 550# per square.BTW, torch down can be dangerous for those not familiar with it.

I can't imagine being able to remove a gravel BUR roof and still leave the old base sheet. Not doable. Some kind of info is missing or wrong here.

Base layer if it's fibreboard, can be left on.... base layer of nailed #15 felt ... not a hope.
Yes, we need more info on this..... there ae a multitude of reasons why the torch on could be wavy.

I always used a 43# or 30# coated base sheet. Went back to read first after your comment. I was thinking the paper base sheet but maybe he meant the fibreboard like you suggest. If it were poorly nailed, or wet, or shreddded in the tear-off, that could acount for wavy surface.Or - they might have used lousy, poorly stored amterials. laydown rools that had slumped to a flat side and were hard to unroll, and then they didn't heat it properly. if that case, there ias a worse problem than appearance. There are probably weak seams also that will leak before their time.

Wse ususally put down a 1/2" fibreboard on reroof on old wood deck..... smooths out the old boards and holds back nail pops.
However, I doubt that they would have left fibreboard in place and then try to torch to it. :(
Sounds more like what you were saying or a bad deck or old roof left in place and torched over?
