Can stucco be applied over treated wood, if properly prepared, and what would that include? Foam mouldings just get blown off here on the Gulf Coast, and I don’t have time to chase them to Alabama.

I don't know why you couldn't. You may have to use fasteners with a higher than normal corrosion resistance for the wire lath. (That would depend on the type of chemical used to treat the plywood.)
