Looking for advice on the best way to finish plaster walls. How long should long should I wait before I paint the walls? what would be the best product to use for priming and painting?

This has come up before.
I got my info from a retired (ancient) plasterer who did small jobs for cash. Lord knows he may even be dead now. Wait 6 months before painting, wipe down surface w/vinegar(apparently it's a weak acid which neutralizes the alkaline plaster). I do not know if you should rinse off the vinegar and let things dry before painting(I think so but would like to hear a more expert opinion).
This jobless recovery has done more to promote the consumption of exquisite chocolate than the finest chocolatier. Cost be damned.
